Welcoming Representative Regan Deering
Before serving as a state legislator, Rep. Regan Deering worked as an educator, teaching science to elementary school students in Chicago. Seeking to continue to promote student achievement, Regan owned & operated a tutoring and test prep location of the educational franchise Huntington Learning Center, in her hometown of Decatur. Having been a small business owner and job creator in her community, Regan will continue to advocate for policy that supports economic development in Illinois.
Having a passion for education and being a community advocate, she is serving on the Mt. Zion Community Unit School District’s school board and has volunteered as the Chair of the Decatur Public Schools Foundation. Deering also serves as the Board President for Northeast Community Fund, a social service organization in Decatur focusing on uplifting families by compassionately connecting them with resources and services. Regan has been a mentor in the Big Brothers Big Sisters program since 2017.
Rep. Deering holds a Bachelor of Science in Biology from Duke University in North Carolina and a Master of Education (MEd) from DePaul University.
Rep. Deering resides in Decatur with her husband, Brian and their three children.
She is taking the place of Rep. Dan Caulkins (R-Decatur). who was first elected to the Illinois House of Representatives in November 2018. Caulkins is a veteran of the United States Army, where he served for over 20 years. He is a retired Major with the Illinois Army National Guard.
Caulkins life of dedicated public service has included serving on the Decatur City Council for four years and as a trustee for the Eastern Illinois University Board of Trustees. Caulkins has also served on several community boards and committees.
Caulkins has worked for manufacturing giant ADM and several other companies. In 1989, he founded a company to build and operate a 19-bed group home for developmentally disabled adults in Sullivan. Caulkins became the Chief Operating Officer of the assisted living facility, Patterson House, Inc., and was responsible for day-to-day operations. PH Inc. grew to include three additional homes and two CILAs with 74 residents and over 100 employees.
Welcoming Representative Kyle Moore
New member Kyle Moore was elected to the Illinois General Assembly in November 2024 to represent the 99th House District which serves parts of Adams, Brown, Cass, Morgan, and Schuyler counties, including the municipalities of Quincy, Jacksonville/South Jacksonville, Beardstown, Mt. Sterling and Ashland.
For over two decades, Kyle Moore has devoted his life to improving the lives of residents in Quincy and Adams County. He earned a Bachelor of Science degree in business management from Quincy University, then began his career working for his family business, eventually becoming an owner and Vice President. Kyle was also active in local service organizations including Big Brother/Big Sisters and the United Way of Adams County.
In 2009, Kyle sought to serve his community in an elected capacity and was elected to the Quincy City Council. He was elected Mayor of the City of Quincy in 2013 and was re-elected in 2017.
During his tenure as Mayor Kyle developed many programs that enhanced the economic climate of the region, including Quincy Promise, a privately funded college scholarship program. He worked with the District on the Downtown Rental Rehab Program, which formed public/private partnerships to renovate upper story buildings downtown into residential units. In 2018, he formed a bi-partisan group of elected officials and community groups to save the Illinois Veterans Home in Quincy, which resulted in the State of Illinois providing $230 million for a new campus. A year later, Kyle offered the “45×30 Plan,” a comprehensive approach to grow Quincy’s population by investing in talent attraction and retention programs, increasing tourism and modernizing the city’s retail incentives.
Kyle was named President of the Great River Economic Development Foundation in 2021. In that role, he has worked with numerous companies on their expansion projects, including the Tri-Mark Corporation, United Alloy, and Amazon.
In the 104th General Assembly, Kyle will continue working to expand job opportunities in our communities, improve infrastructure, and protect families’ and taxpayers’ rights.
Kyle is currently engaged to be married. In his spare time, you can find him rooting on his beloved Los Angeles Dodgers.
He is taking the place of Randy Frese, who proudly served as the State Representative of the 99th District. His reputation for integrity, professionalism, and service are the foundation of his success. Randy has demonstrated these values in his roles as a husband, father, small businessman, elected official, and civic leader.
Randy was raised on his family’s farm in rural Illinois and earned his Bachelor of Sciences in Applied Sciences/Agriculture at Western Illinois University. After graduating from WIU, Randy learned about business traveling West Central Illinois. Based out of Macomb, he was first a sales and service representative for White Farm Equipment, and then he worked as an industrial minerals salesman. He soon returned to Adams County and began developing a series of entrepreneurial small businesses. Throughout his years as a small business owner Randy employed hundreds of individuals in the western Illinois region. He knows what it is to make the hard decisions of a small business owner, he knows how to maintain a budget and follow a plan, and he is able to relate and work with those who bring small business opportunities to western Illinois.
Randy has been married to his high school sweetheart, Ronda, for over 30 years. Randy and Ronda have raised three daughters – Laura, Jana, and Sara – not far from where they both grew up. The Frese’s have continued their family traditions of service to the community through involvement with professional, religious, service, political, and social organizations. They are members of the Adams County Farm Bureau, St. Thomas Catholic Church at Camp Point, and the Quincy Exchange Club. Randy has proudly served on the Board of Directors for the Adams County Fair, as well as the Quincy Catholic Charities Board. The Frese family is proud of their community involvement.
As an elected leader, Randy established a strong record of efficient and effective public service in eight years as the Adams County Circuit Clerk. He has streamlined operations, repaired flawed administrative practices, expanded the use of technology to make information more readily available and usable, held the line on budget growth, and maintained a constituent-centered service model. Randy made it his priority to properly utilize his budget in the most effective way possible, while constantly increasing constituent service standards.
Inauguration Day represents a renewal of leadership, a continuation of service, and a reminder of the power of working together for the common good. As the 104th General Assembly begins, let’s celebrate the new leaders who have stepped up to serve, honor the contributions of those who came before, and stay engaged in the work of building a better Illinois.
